The procedure for applying for consular register and for withdrawing from consular register

Proceeding from the Law of the Republic of Belarus of September 20, 2009 «On the Procedure for the Exit from the Republic of Belarus and Entry into the Republic of Belarus of Citizens of the Republic of Belarus», citizens who have received a passport of a citizen of the Republic of Belarus for permanent residence outside the Republic of Belarus are obliged to register as citizens permanently residing outside the Republic of Belarus in a diplomatic mission or consular office of the Republic of Belarus in the state of permanent residence, and in the absence of diplomatic or consular office in the state of permanent residence – in a diplomatic mission or consular office of the Republic of Belarus in another neighboring state or in the main consular department of the Ministry of Foreign Affairs of the Republic of Belarus in the manner established by the legislation of the Republic of Belarus.

A passport of a citizen of the Republic of Belarus for permanent residence outside the Republic of Belarus is a passport of the PP series. It is being issued for the citizens of the Republic of Belarus by the bodies of internal affairs of the Republic of Belarus after registration of permanent residence outside the Republic of Belarus.

Citizens permanently residing in a foreign state who wish to return to permanent residence to the Republic of Belarus are required to withdraw from the consular register at the appropriate diplomatic mission or consular office of the Republic of Belarus.

Citizens temporarily staying in a foreign state have the right to apply to the diplomatic mission or consular office of the Republic of Belarus with a request to register as citizens temporarily staying outside the Republic of Belarus (hereinafter – temporary consular registration) for consular register.

Citizens of the Republic of Belarus who have permission to reside from the official bodies of the host state and temporarily leave the Republic of Belarus, for example, for working abroad according to contract (including international organizations), for training, passage practice or internship in educational institutions and organizations, for long-term treatment, as well as having a temporary residence permit in a foreign state are being registered in consular register for not more than 2 years.

For a permanent consular register, a citizen who has reached the age of 14 years presents:

- application;

- passport of the applicant;

- one color photo of the applicant, corresponding to his age, with a size of 40x50 mm ;

- a document issued by a competent authority of a foreign state, confirming the right of residence of a citizen in the territory of a foreign state;

- a document confirming the payment of consular fee.

For the temporary consular register are needed:

- application;

- passport of the applicant;

- one color photo of the applicant, corresponding to his age, the size of 40x50 mm;

- a document issued by a competent authority of a foreign state confirming the right of residence of a citizen on the territory of that foreign state.


To withdraw from the consular register, a citizen who has reached the age of 14 years presents:

- application;

- passport of the applicant.

In the case of registration a permanent consular register, as well as removing from the consular register of persons who have not reached the age of 14, the above-mentioned documents are represented by their legal representatives (including father or mother). In addition, a passport or other document proving the identity of the legal representative of the minor is submitted.

Documents issued by the competent authorities of foreign countries are accepted subject to their legalization, unless otherwise established by international treaties of the Republic of Belarus, and translated into one of the state languages of the Republic of Belarus in accordance with the procedure established by law.

The consular fee for permanent consular register is 10 euros. Temporary consular register is free.

The registration for permanent consular register of persons under the age of 14 years is free of charge.

Withdrawal from consular register, both persons who have reached the age of 14 years, and persons under 14 years of age, is free of charge.

The procedure of registration is being performed:

on the day of submission of the application — upon personal appeal;

10 days from the date of submission of the application — when sending documents by mail.
