Procedure of issue, exchange and extension
In accordance with the Regulation on Identity Documents established by the Decree of President of the Republic of Belarus of June 3, 2008 No. 294 «On Documenting the Population of the Republic of Belarus», every citizen who has reached the age of fourteen must have a passport.
A citizen permanently residing outside the Republic of Belarus, as well as traveling outside the Republic of Belarus, must have a passport regardless of age.
Passport is being issued to a citizen:
- in connection with the achievement of fourteen years of age;
- to a minor who has not reached the age of fourteen, at the request of one of his legal representatives;
- when acquiring the citizenship of the Republic of Belarus;
- in case of loss (theft) of the passport;
- for permanent residence outside the Republic of Belarus.
Issuance and exchange of passports are carried out:
- a citizen residing in the Republic of Belarus – an internal affairs body in the place of residence of a citizen;
- a citizen who permanently resides outside the Republic of Belarus and who is on consular registration with competent diplomatic mission of the Republic of Belarus.
The bodies of the diplomatic service of the Republic of Belarus have the right to extend the validity of the passport to citizens who left the Republic of Belarus for temporary stay and who have documents confirming the need for a long stay outside the Republic of Belarus, once for a period of not more than two years.
To issue a passport for permanent residence outside the Republic of Belarus, a citizen of the Republic of Belarus permanently residing in a foreign country is required to present the following documents:

Exchange of the passport for permanent residence outside the Republic of Belarus to a citizen of the Republic of Belarus permanently residing outside the Republic of Belarus:

For issuance (exchange) of a passport for permanent residence outside the Republic of Belarus to persons who have reached the age of 14, a consular fee of 40 euros is charged. The exchange of the passport in case of inaccuracies in the data or marks in the passport, committed through the fault of the issuing authority, is free of charge. Issuance (exchange) of a passport to persons under the age of 14 is free of charge.

For the exchange of the passport of a citizen of the Republic of Belarus residing in the Republic of Belarus, a person is charged a consular fee of 100 euros. The exchange of the passport in case of inaccuracies in the data or marks in the passport, committed through the fault of the issuing authority, is free of charge.
Issuance (exchange) of the passport is carried out within 1 month from the date of application (the time of document delivery by the diplomatic despatches is not included).
The validity of the passport for permanent residence issued to persons under 13 years of age is 5 years, but not more than the achievement of 14 years of age.
The validity of the passport for permanent residence issued to persons who have reached the age of 13, but who have not reached the age of 64, is 10 years.
The validity of the passport for permanent residence, issued to persons who have reached the age of 64, 99 years — up to 100, 125 years, respectively.
Consideration of an application for a single extension of the validity of a passport to a citizen of the Republic of Belarus who temporarily left the Republic of Belarus:

Passport is renewed within 1 month from the date of application.
A one-time passport renewal is carried out for a maximum of 2 years from the date of expiry of the passport.
For consideration of the application for a one-time extension of the passport of a citizen of the Republic of Belarus, a consular fee of 20 euro is charged, regardless to the citizen's age.
IMPORTANT!!! Documents issued by the competent authorities of foreign countries are accepted subject to their legalization, unless otherwise established by international treaties of the Republic of Belarus, and translated into one of the state languages of the Republic of Belarus in accordance with the procedure established by law.
