Validation of documents, issued in foreign sates

On the basis of:

- paragraph 14 of the Consular Statute of the Republic of Belarus, established by the Decree of President of the Republic of Belarus of February 19, 1996 № 82,

- Decree of President of the Republic of Belarus of April 26, 2010 №. 200 «On Administrative Procedures Implemented by State Bodies and Other Organizations on State Applications»,

- Instructions on the organization of work on the implementation of consular legalization of official documents in the Republic of Belarus and outside the Republic of Belarus, established by the resolution of the Ministry of Foreign Affairs of the Republic of Belarus on August 16, 2010 № 16,

diplomatic missions and consular offices of the Republic of Belarus carry out consular legalization of official documents drawn up on the territory of foreign states and on the territory of the Republic of Belarus (hereinafter – documents).

Official documents drawn up on the territory of the Republic of Belarus and submitted for legalization must be drawn up in accordance with the requirements of Chapters 3 to 5 of the Instruction on record keeping in state bodies and organizations of the Republic of Belarus, approved by the Decision of the Ministry of Justice of the Republic of Belarus of January 19, 2009  4, unless otherwise provided by regulatory legal acts of the Republic of Belarus.

The official document, drawn up for legalization, compiled on the territory of the Republic of Belarus, consisting of two or more sheets, must be stitched, its sheets numbered, unless otherwise provided by the normative legal acts of the Republic of Belarus. The number of stitched sheets is certified by the signature of the official and the seal of the seal of the state body or organization that issued the document.

Offcial documents required for legalization should be written in clear and clear language. Clearing, registration, strikethrough words, unresolved corrections in the text of the official document are not allowed. The signatures of officials should be clear, the impressions of official seals should be well readable.

Legalization is carried out under the condition of coincidence of signatures of officials who have signed or legalized an official document, and seals of stamps and stamps with which a document or legalization inscription is affixed, with samples of signatures and imprint of seals and stamps available from the diplomatic mission or consular establishment of the Republic of Belarus.

Legalization of the document is carried out by the diplomatic mission and consular office of the Republic of Belarus within 1 day from the date of presentation of the document, and if necessary, a special audit, requesting documents and (or) information — on the day of receiving the necessary information.

The validity period of the legalization is for the validity period of the document, the legalization of which is carried out.

The rate of the consular fee for the legalization of the document is 35 euros.

It is not required to consular legalization of documents that will be used in the territory of states with which the Republic of Belarus has concluded relevant international treaties.

On documents intended for use on the territory of the states-participants of the Hague Convention canceling the requirement of legalization of foreign official documents, on October 5, 1961, instead of legalization, apostille is being proceed. The Islamic Republic of Iran does not participate in Convention, therefore the aforementioned procedure of legalization for official documents is needed.
